Ah, but with me writing it, it'd end up really depressing. Bart needs to be free, you see, being a speedster and all, and even if Tim were the best master ever, Bart wouldn't be happy. He'd keep trying to run away, and it wouldn't work because Tim is Tim. But Tim would find himself falling in love with Bart and eventually set him free.

But Bart wouldn't come back to him. Bart wouldn't want to be reminded of his time as a slave, so he'd go as far away as possible and never look back. And Tim would end up sad and alone.

...okay, now I kind of want to write it. But no! I shall stick with darthbatgirl's far less depressing prompt.

Might I suggest Agents of B.A.T.M.A.N.: Bureau Against Terroriests, Madmen, and Nutcases. Led by veteran spy Bruce Wayne, he recruits and trains young agents to go up against the worst and come out on top. Roles like Robin get passed down between agents, like the James Bond identity.
